Juneteenth organizer and city knocking heads over this year’s festival

The organizer of Pittsburgh’s annual Juneteenth festival is once again knocking heads with the city. B. Marshall is accusing the Gainey administration of tainting plans for this year’s event by contending he owes the city thousands of dollars for police security at last year’s festival.
